The three categories

The rule that trips people up
A utility message must relate to something the customer did or agreed to, and must not promote anything. The moment you add an offer, it becomes marketing.
- Utility: "Hi Priya, your order #4821 has shipped and will arrive by Thursday. Track it here."
- Marketing: "Hi Priya, your order #4821 has shipped! Use code EXTRA10 for 10% off your next order."
Meta reviews templates and can change a template's category if it doesn't match the content. If a "utility" template contains promotion, expect it to be recategorised as marketing and charged at the marketing rate.
Writing templates that get approved
- Pick the honest category. It's faster to approve and avoids surprise charges.
- Use variables sensibly. Placeholders like {{1}} for name or order number are fine, but don't start or end the message with a variable, and give sample values.
- Be clear about who you are. Customers should recognise your business in the first line.
- Add useful buttons. "Track order", "Reschedule" or "Stop promotions" improve replies and reduce blocks.
- Avoid spammy formatting: no excessive capitals, emojis or misleading urgency.
